This is a really thin, poorly reported piece. There is one (unlikely) quote from an un-named Chinese official: 

“If we expand Brics to account for a similar portion of world GDP as the G7, then our collective voice in the world will grow stronger,” said one Chinese official, who declined to be identified.

Chinese (and other BRICS) officials are all doubtless aware that in  PPP terms, the GDP of the existing BRICS members already exceeds that of the G-7. ( Source.)
